Is an 8-man single elim draft at a Grand Prix on the Sunday a "public event at a grand prix".

Sons of bitches have entered into my planeswalker points as 1x multiplier leaving me 8 points short of two byes.  Appeal process takes 4-8 weeks!

Am I right that it should be 3x or should I curse myself for a fool for failing to understand the system and thinking that I had arranged 750 points exactly?
