ACTIVATION_COST: put the top card of your library on the bottom of your library.

What is the right answer for ACTIVATION_COST? We're pretty sure "Pay 1 life" is busted. "Pay 3 life" scares people off although no one has run it like that. Would "Pay 2 life" work?
Does it need to be a tap ability instead (boring!)?
Other ideas?

How weird, I was just designing a white version of Corrupt Seer for our set:
White Seer - 2W
Creature - Wizard - 2/2
Pay 2 life, exile the bottom card of your library: Gain 1 life
Basically does nothing, but a great enabler for life gain triggers, also you can't use it gratuitously as it will mill you eventually. Maybe needs to be exile 2 or 3 cards.
Back to the original Corrupt Seer. Adding mana to the cost probably makes it worse, but will conversely probably get it played more.
I think B and 1 life is still way to good, B and 2 life is probably okay, kind of gives you a bad Vampiric Tutor that you can potentially use multiple times.
What about:
Pay 1 Life: Put the bottom card of your library on top of your library.
Then you would know what was on top but not what you would get if you activated it. Plus you'd still end up with whatever you didn't want the next turn unless you keep activating the ability. And you're guaranteed to eventually hit a massive land clump when you run out of life to fuel him.
This is really cool. Not sure if it's good enough.

What about
Pay 1 life: exile the top 2 cards of your library.
you get to remove the chaff but you might miss what you need.
