326. Alternate Win Condition
If you are responsible for the changing of 40 rules you win the game.
It is a players own responsiblity to declare themselves the winner in this manner. Players may declare this at anytime this requirement has been met, even if it has long passed.

I vote no to this because a) it's too easy to do, and b) it advantages people who are ahead in the turn schedule!
