203. A rule-change is adopted if and only if the vote is unanimous among the eligible voters. If this rule is not amended by the end of the second complete circuit of turns, it automatically changes to require only a simple majority.

I propose that we require a majority of voters to pass a rule.

This rule will change automaticaly anyway and I see no need to give you points for it.
Paul scores ((307 - 291) * (7 / 8)) - 10 = 4 (Rule 202)
Dan, Tom, Ross, Kieran, Tiff and Ben score 1 (Rule 303)
Gary scores 0 but costs Paul 12 potential points. Nice griefing! :)

Unfortunately I'd forgotten about Rule 302 (1 point for voting Yes when proposal is adopted) so I need to go back and change scores for the last few proposals before I add these on. Egad!
