A "species" is considered to be "extinct" if during a complete series of turns, no players proposed rules additions/changes included any mention of it.

This rule only applies to "species" which during the last sequence of turns were considered to be "endangered"

Once a "species" is "extinct", any player who mentions it in a future rules proposal shall receive a penalty of 5 points.

I'm going to say no to this one.

Clarifiying the meaning of extinct seems fine but penalty points for mentioning it seems point less. Why would someone even mention a species in the first place?

Also this would mean another change to clarify species and possibly another one to make them endangered all so that we can not mention them.
Following Gary's "no" I'm going to do some tactical voting and say "no". It doesn't cost me anything and it costs you approximately 2 points. It's not honorable and upstanding but it's what I'm doing :)
You'll be sorry when you need his vote to pass something later. I vote yes.

Not sure telling people that your voting against them to cost them points is what I would call smart.

You could have used the excuse that he was the only one to vote against you.

Ben, Gary, Tom, Kieran, Tiff and Ross score 1 (Rule 303)
Paul scores 0

Tiff is up.
