Rise of Eldrazi has a blue spell
that cost U and has the text: "Draw three cards." It's not a reprint.

"The cost as printed on the card is U. The sentence "Draw three cards." is a sentence in the rules text. Is there more text? Maybe."

"No, you don't have to discard any cards. When the spell resolves you are up three cards."
I love it when they nod to old cards in new cards.

I'm thinking it's probably either:

Ancestral Fuckwit
U
Draw three cards. You lose the game.

OR

Expensive Recall
U
Draw three cards. Your life total becomes 1. Exile your library.
They'd obviously never print a straight "draw 3" without either a hideous drawback or a massively restrictive condition on casting. I'd guess you have to sacrifice 3 permanents as an additional cost, because that would play well with the set theme of creating Eldrazi Spawn and then sacrificing them.
Yeah some rediculous drawback is probably the case.

Could be something like ancestral vision. Draw 3 when you have ended the turn 3 times.

Maybe it will be... a sorcery! :-O

At a guess, it could have an additional cost of sacrificing a creature (similar to Bone Splinters)
Drawback - mythic rare and £50 price tag?
Thinking about it, "draw 3, sacrifice an Island" or "Draw 3, skip your next turn" seem almost plausible.
